Describe the bug | Bug描述
win11下vs2019跑debug初始化vulkan崩溃但是跑release是正常的；

Steps to reproduce | 如何复现

vs2019下运行debug即可；

Expected behavior | 预期行为
希望win11 debug能正常跑，理论上不按照vulkan SDK也是可以的吧？

Actual behavior | 实际行为
当安装vulkan的sdk后最终的debug可以正常跑
