Mediation UI bug happening again

Description

Payout by the UI will force 0.0005btc as minimum amount no matter the trade amount.
I was using a build from a cloned repo where PR 7401 was checked out, and it worked fine until a trader just a while ago made me notice the wrong payout amount. So I tried making a proposal on a similar open case, and once again the bug was present.

I noticed PR 7401 had been merged in the meantime, so I cloned again from master and rebuilt.
Same thing happens.

Steps to reproduce

Try making a payout proposa l with the GUI on a trade with 0.002 amount and 0.0003 deposit

Expected behaviour

Minimum payout can be set down to correct amount

Actual behaviour

Minimum payout is forced to 0.0005

Was the "Max loss of security deposit is:" also fixed in the first message shown on the mediation.

For example on a new trade prior to patch I am seeing:

Price at dispute opening: 92366.7463 BTC/EUR
