Support runs.using for non-node entry points

I'd like to be able to directly call a script or binary from a GitHub Action rather than having to wrap it up in a composite action. In theory this would be as simple as adding support for setting runs.using to shell but I'd be interested if there is a reason why this couldn't be easily enabled?

This would combine very well with the immutable actions pattern where it should be possible to embed binaries directly into the action and would resolve outstanding issues including the following.

• Native support for pure Go actions actions/runner#333
• Support pre and post steps in Composite Actions actions/runner#1478 (kind of)
