Hey, I am trying to reproduce the issue but I could not.

This issue only happens, if you are logged in with another team (not the root team) and you try to download the backup.

Only root team's admins & owners can download the backups.

Did you try to manually visit the /download/backups/... url, maybe while logged in with another team?
