internal/golangorgx: remove refactor/inline

This package is closely tied to go/ast and go/types to inline
calls to Go functions, so it's of little use to us now,
and it's not imported by any other package.

If we want to add an "inline" refactor action in our LSP in the future,
it's likely going to need a pretty different design.
