无法创建公共的Promote， 因为Agent创建需要选择Promote。

What you expected to happen

公共的Promote可以使用。去年的版本好像是可以用的。现在是只有新增Promotes还没有公共的Promotes嘛

公共Promotes 点击无任何触发
