Ultra V3 what's a plugin?

Decided to get the ball rolling on what a plugin could do. Ideally the entirety of Ultra V3 is "pluggable".

My initial thoughts are:

• registering compilers/transformers for file types/extensions
• routes/middleware
• renderers
• server, dev and production
• build targets
