Is there any capability to automate the setup of OSX on first launch?

I know there is the ability to take snapshots, I'm looking to create a few different OSX version VMs, and would love to be able to have the same initial setup between them:
Example: Doc configuration, usernames, hostnames, sharing permissions, etc...

Apple makes this pretty much impossible due to how locked down macOS is on Apple Silicon, even when running in a virtual machine.

I have been exploring ways to achieve this by injecting mouse and keyboard events into the VM, which is the only viable solution I could think of, but I don't have anything to share right now.
