/retitle DRA: CEL variables

• "Extend" is redundant, pretty much all KEPs are extensions...
• Right now this might be about CEL selectors, but we already know that a CEL match expression is a likely next step.

Feature gate then can be DRACELVariables. Capitalization isn't great, though.
