Describe the bug

quay.io/okd/scos-content@sha256:637140d5811ea5f3ebbf1f0185ef4e98085236684337f2aabc4fa6bbffe1b305 is reporting unknown manifests and unable to bring a system up after reboot as OKD4 is unable to pull the image.
