my developers using visual studio to work on repos in Azure DevOps. I would like to give them Copilot license. So I created new github organization, then enabled SSO so for that I created GitHub Enterprise (started with 30 days for free) then configured the SSO of that GitHub Enterprise with my Azure AD (Entra ID), all went well. then I enabled the GitHub Copilot Business for Github organization. and added seats (added one of my developers). but still he cannot use copilot. and asked him to link to organization, even his is already sign in to Gihub enterprise in his visual studio. Also this user showed as External member in Copilot access. how I allow the developer to use this copilot I enabled in organization level ?
