Move @glimmer/* deps from dependencies to devDependencies

Motivation:

• these aren't used (we bundle glimmer-vm things are virtual packages in dist/...)
• I want @glimmer/validator removed from as many locations in my dep graph as possible
• I want install times to be faster for new projects (and stackblitz) -- see: https://discord.com/channels/480462759797063690/486289159531790336/1374486880887902299

Warning

the types we build import from the @glimmer/* dependencies, which is why they are declared as dependencies to begin with.
Perhaps we should inline them?

Also, I'm surprised tests pass here -- we need to do something more robust with our types-testing.

(create a new project in tmp or something and run type checking)
