[vcpkg-gfortran] Build error on x64-windows - difficulty conforming to reporting instructions #30604; reply to vcpkg issue #45721

I have review the video and this first step is as far as I could go.

I cannot report this issue according to issue #30604. My command prompt interface does not look the same as that shown in #30604. #30604 is very difficult to follow and I have spent about 30 minutes scrolling back and forth in it to try to conform with the specifications.

See the attached screenshot for my command prompt interface and how it is different from the one shown.

Some brief, point-form, instructions attached to the video instructions would be very helpful.

Hello, I have looked at the video several times. It is not clear what apps are being used. My interface looks nothing like the interface that I see in the video. Can you tell me what apps are being used so that I can report the error message? Thank you Yours truly, Peter Walker

Please see the above error message, vcpkg-gfortran doesn't support arm64 host.
