Improving the accessibility of Storybooks

Summary

Hi there everyone, I'm Paul a blind dev from Ireland.
I recently started using Storybooks and quite like it but I have a few bits of feedback from an accessibility perspective:

1. For whatever reason although the sidebar visually appears on the left (confirmed by my wife). From a screen reader perspective it seems to come after the body of the page. I assume that although visually it has been moved in the actual page code it appears after the main page body.
2. I really want to use the table of contents but it's currently not usefull for screen reader users. Right now there is no easy way for me to navigate to the table of contents for a particular page. It would be great if the title of the TOC was a heading or something so that I could easily get to it.
   Otherwise I'm a pretty big fan and appreciate all of the skip links that are included.

Hi @paulGeoghegan !! We want Storybook to be as accessible as possible but these both sound like serious gaps -- thanks so much for bringing them to our attention.

I've created two issues #31076 #31077 and have asked for community help fixing them. Hopefully we'll get some PRs to fix them. If not, I hope that we can do an accessibility project later this year, and if we do they will be near the top of the list.
